The data used in this study consists of 2 parts: secondary data from the General Statistics Office of Vietnam and reports from the provincial authorities in the Northwest Region. In addition, primary data from the authors' survey is also used to analyze the impacts of social infrastructure investment based on the perceptions of beneficiaries. The main findings from this study include: Spillover effects from investment in social infrastructure are not commensurate with investment resources; The contribution of social infrastructure investment to social aspects remains unsustainable.
